Minister for the Environment’s pre-debate publications

​The Minister for the Environment has presented two reports to assist States Members ahead of the draft Bridging Island Plan debate.

Minister's consolidated comments on P.36 2021

The Minister for the Environment’s Consolidated Comments report shows their consolidated comments to States Members on all the amendments. For administrative ease, the amendments are listed in sequential order rather than the running order.

This approach is in line with the approach taken throughout the Island Plan programme, to ensure transparency of the Minister's position, giving access to all documentation in the run up to the debate of the Bridging Island Plan.

Minister's position statement on sites under consideration for the provision of affordable homes

The Minister's position statement report outlines the position statement on sites under consideration for the provision of affordable homes. In his post-examination report, the Minister committed to make a further statement in relation to all affordable housing sites proposed for inclusion or removal from the draft Bridging Island Plan, relative to overall housing supply, and in response to the final round of States Member amendments (lodged in the period 31 January to 14 February 2022).

This report shows the Minister's position relative to overall housing supply; and the contribution of sites for affordable homes to the overall need for homes.

In providing this statement, the Minister is seeking to ensure:

  1. that a holistic view is taken of all sites proposed for re-zoning in the plan, including those arising from the Minister's position, and the position expressed by other States Members in proposed amendments
  2. a successful debate and one which leads to the right number and type of homes, relative to the level of need, being allocated as a result

Next steps

The draft Bridging Island Plan will be debated by the States Assembly over 2 weeks, starting on Monday 14 March 2022.
