New Director of Human Resources

08 April 2009

The Chief Minister’s department is pleased to announce the appointment of Ruth Davies as the new Director of Human Resources (HR) for the States of Jersey. Reporting to the Deputy Chief Executive, Chief Officer Resources, John Richardson, Ruth will lead a team of more than 50 professionals responsible for all aspects of the States of Jersey’s HR function: including strategy development, business partnering, business support, training and development, and employee relations.

Ruth is a highly experienced senior manager, with experience in both public and private sectors. She joins us from the Defence Science and Technology Laboratory (Dstl), an agency of the Ministry of Defence (MOD) that supplies scientific research and advice to the MOD and other government departments. For the past 5 years she has been Director of HR for this agency where she led major organisational change. Among her key achievements were the restructuring of the Human Resources and Health and Safety teams; the implementation of business performance measures and a stronger focus on customer delivery.

She has also worked in senior professional roles for the Environment Agency and Queen Mary & Westfield College in London.

The States of Jersey combines central and local government and employs more than 6,500 people. Ruth’s expertise will be invaluable in encouraging an efficient approach to HR development within the States of Jersey

Ruth said: “This is an exciting opportunity to put my experience to good use on a wide range of issues. Every organisation depends on the quality and commitment of its people. My goal is to help to identify and implement relevant organisational change, and to motivate people to do the very best they can in delivering services to the public. These are challenging times for the States of Jersey as it continues to embrace significant change and I am pleased to be part of the team charged with delivering the planned benefits.”

Ruth will take up her new role on 1 June 2009
