Health and Social Services announce their new Chief Officer

The new Chief Executive Officer for Health and Social Services has been selected. The successful applicant is Julie Garbutt, currently the Chief Executive at NHS Norfolk, who has been in the post since 2007. A start date for Mrs Garbutt has still to be decided.

Richard Jouault, who has been acting Chief Executive of HSSD since November 2009, will remain as Deputy Chief Executive.

Mrs Garbutt has more than 22 years' experience in Board level positions including 7 years as Chief Executive of Southend PCT and then CEO of South East Essex Primary Care Trust, followed by 3 years as Chief Executive of NHS Norfolk from 2007.

Most recently, Mrs Garbutt has helped ensure the effective merger of 5 primary care trusts (PCTs) into 1, paid off an inherited deficit of £50m, produced a bold and ambitious strategy for Norfolk and achieved an improvement in all competencies of a world class commissioning health organisation.

Mrs Garbutt has held a number of Board posts including Director of Healthcare Development for South Essex Health Authority. She was awarded a Masters Degree in Business Administration by Henley, The Management College / Brunel University in 1993.

She was born and raised in Hartlepool and received an MA in Geography from St Andrew’s University in 1982. She joined the NHS National Graduate Training Scheme in Scotland, working in Edinburgh, Dundee and Dunfermline, prior to taking up her first substantive post as Planning and Information Officer for Basildon and Thurrock District Health Authority, in Essex, in 1984. In 2004 / 5 Julie was asked to become Interim CEO for Thurrock PCT for a 9 month period taking it from a “zero-starred” to “two star” performing organisation during that time.

Julie Garbutt is married to Chris, a fellow Hartlepudlian, and they have 2 children, Tom (20) and Alice (17).

Speaking about Mrs Garbutt’s appointment, Health and Social Services Minister Anne Pryke said: "I am delighted that someone of Julie’s calibre has been appointed to this important post. All the candidates interviewed were of an extremely high standard, and we feel that Julie will be able to take the department forward.

"I would like to take this opportunity to thank Richard Jouault for the dedication he has shown in leading HSSD through what has been a difficult and challenging time for the department. I know that Richard is held in high regard by his colleagues at HSSD."

Julie Garbutt said: "When the opportunity arose to apply for this role it quickly  became apparent that this would be a once in a career opportunity  to work in a health and social care system that has immense potential  to  integrate across all sectors and all care pathways and with a scale that could facilitate  swift change.
