South West St Helier Waterfront (Public Inquiry)

On 7 February 2022, the Minister of Environment resolved that a public inquiry was to be held into planning application PP/2021/1969. The copy of the application documents are also available for viewing at St Helier Public Library.

On 27 January 2023, the Minister of Environment appointed Mr P. Staddon, BSc, Dip, MBA (Distinction), MRTPI as the Inspector for the Public Inquiry. Find more information on the ministerial decision.

Notes of the pre-inquiry meeting

Dates of the Inquiry

Anyone who wishes to make a representation, known as a 'Statement of Case', in respect of the application should make their submissions in writing by midnight on Sunday 19 March 2023. A Statement of Case should not exceed 1,500 words and should set out the key points which the person submitting the statement wishes to make in respect of the application. Representations must include a name and postal address.

For those eligible persons and bodies that wish to expand on their initial statement of case can submit a more detailed 'Proof of Evidence' before midnight on Sunday 16 April 2023. The Inspector is not imposing a word limit on Proofs of Evidence, but a summary should be included for any Proof exceeding 3,000 words.

Statements of Case and Proofs of Evidence should be emailed or posted to the Inquiry Programme Officer.

An Inquiry Programme will be published in advance of the Inquiry.

The Inquiry was held from Monday 15 May to Friday 19 May. It was held at:

Pre-Inquiry Meeting

A Pre-Inquiry Meeting was held on Monday 3 April from 9.30am to 11.30am at St Paul’s Centre, Dumaresq Street, St Helier.

The Meeting was to discuss the administrative arrangements for the Inquiry and there was no discussion on the merits of the application. The Inspector has prepared a Notes from the Meeting.
