Chief Minister's Department
The Chief Minister's Department co-ordinates strategic planning across the public service. It oversees the development of the Island’s Strategic Plan and, once approved by the States Assembly, ensures that the Plan is effectively delivered.
The Chief Minister's Department also has specific responsibilities which support the work of the States and link to the Strategic Plan. These include:
- Maintaining and improving Jersey's international relationships
- Supporting Jersey's economic development policy
- Ensuring that all States departments have access to well-researched and relevant statistical data
- Communicating effectively and comprehensively with the community

Communications Unit The Communications Unit develop effective communication channels that will ensure that the public have the best possible understanding of States policy, aims and actions. Customer Services Centre The Customer Services Centre at Cyril Le Marquand House can help with information about all States Services. Economics Unit The Economic Adviser provides guidance to States Ministries on all aspects of economic policy. This ranges from advice on personal or business taxation, for example, to providing analysis on how to control inflation and generate economic growth. Government Reforms in Jersey Jersey's government changed to a ministerial system in December 2005. 'Government Reforms' provides support and advice to the Executive on issues relating to the machinery of government. Human Resources The States is Jersey’s largest employer - we employ nearly 7,500 people. Find out more about the wide range of jobs and careers and access our current vacancies. Information Services ISD is responsible for information and communications technology across the States. Find out more about our projects here. International Finance Jersey is an international finance centre with 51 banks, over 30,000 registered companies and more than £150 billion on deposit at any one time. The Island also has a flourishing fund management sector with over £100 billion under management and a world renowned expertise in trusts. International Relations Jersey has considerable autonomy within its constitutional relationship with the UK. International Relations is responsible for dealing with Jersey’s external and international policies including all matters relating to international conventions, agreements and sanctions. Population Office The Population Office was established to introduce new mechanisms to manage migration, and to administer the Regulation of Undertakings and Housing laws in a joined up manner in the meantime.
These laws continue to protect the local employment and housing markets, and balance economic growth and demand on the resources of the Island. Public consultation Jersey has a consultation process that aims to give as many people as possible the opportunity to shape the development of States policy and services. Strategic and Business Planning The Council of Ministers is required to produce a Strategic Plan during its first 4 months of office for approval by the States.
