Government Reforms in Jersey
The report of the Review Panel on the Machinery of Government in Jersey (the ‘
Clothier Report’) was published in December 2000. This report made a wide-ranging series of recommendations for changes to the Island’s system of government, including changes to the composition and election of the States Assembly, and the replacement of the committee system of government with a ministerial system, combined with a system of scrutiny committees.
These proposals were given detailed consideration in the months that followed, and on 28th September 2001 a report and proposition of the Policy and Resources Committee was adopted by the States (‘Machinery of Government: Proposed Reforms’, P.122/2001, as amended). A copy of the report and proposition is attached, together with the amended version of the proposition that was adopted by the States.
A number of other propositions were subsequently brought forward in order to implement the States decision of September 2001. Proposals for the restructuring of States departments were contained in ‘Machinery of Government: Proposed Departmental Structure and Transitional Arrangements’ (P.70/2002), which was adopted by the States on 24th July 2002. The States subsequently approved a proposition on 21st November 2002 on the ‘Machinery of Government: Structure of the Executive’ (P.191/2002) which set out detailed proposals in respect of the executive function of government.
Copies of both reports and propositions are attached (P.70/2002 and P.191/2002), together with the amended versions (P.70/2002 and P.191/2002), that were adopted by the States.
The new system of government was introduced in December 2005, and a concise summary of the new governmental arrangements is attached, together with a more detailed guide for those who are seeking further information. Copies of Portuguese and Polish translations of the shorter guide are also attached.
