Managing Migration: New Mechanisms

Introduction

New mechanisms to manage migration in a more effective, efficient and equitable manner were approved by the States in June 2005. They will be used to ensure a balance between the economic growth the Island is seeking and experiencing, and its demand on the Island's environment and resources. A Consultation Process on Part 1 of the new mechanisms took place between December 2007 - February 2008. The Consultation Document is attached below. It deals with a Population Register, and the creation of a Jersey Names and Address Index.

These  are important proposals, and the Migration Advisory Group are happy to continue to receive and consider responses. The findings of the consultation and the responses of the Migration Advisory Group are summarised below -

Part 2 of the New Migration Mechanisms will be consulted upon over Summer 2008.

Background

The approved migration policies reflect an accumulation of work, and while discussion on the topic extends back many years, the following attachments are good background, and reflect the considerable work performed in developing the current proposals. They trace the current policy through the setting up of a steering group tasked with reviewing policy, to consultation proposals, to a paper detailing the range of options that were considered:
