Strategic and Business Planning

When a new Council of Ministers is appointed by the States, it is required, under the States of Jersey Law, to produce within four months of its appointment, a statement of its strategic policy for approval by the States.  This Strategic Plan sets out the main aims and objectives of the Council and the strategic direction of the States that describes;

 
  • The overall vision of the Council of Ministers
  • The aims the Council of Ministers seeks to achieve
  • The outcomes that will result from the achievement of these aims
  • The indicators that allow progress toward these outcomes to be measured
  • Some specific initiatives that will be undertaken to deliver these outcomes

Departmental Business Plans translate the strategic aims and objectives into firm, deliverable actions. They are key to helping everyone in the organisation know what they need to do to deliver services in accordance with strategic priorities and will inform politicians, the public and other stakeholders what will be done to deliver the strategic aims. Business Plans are prepared on a 3-year rolling cycle - 1 year in detail and 2 years in outline - linked to the allocation of departmental cash limits through the States Annual Business Plan.

Business Plans use a standard format to:

  • Describe their activities, structure and key issues
  • Link key objectives to the States Strategic Plan
  • Identify key performance indicators, timescales and key risks
  • Show the allocation of resources
