Single Area Payment 2008
The Rural Economic Strategy (RES) adopted by the States in 2005 sees the withdrawal of production-led subsidies over a three year period and replaces it with an all inclusive annual Single Area Payment (SAP), for land in production. The revised 2008 payment will be £37/vg.
The SAP will include all land used for agricultural activity, including livestock grazing, fields in a recognised arable rotation and fields used by commercial livery stables, as long as the land user is either a bona fide agriculturalist or a smallholder. The SAP will be paid to the person who is responsible for the agricultural management of the land and in most cases this will be the legal tenant. The SAP may exclude certain Countryside Renewal Scheme (CRS) elements where there is no economic production (e.g. buffer zones) as the payment rate for these CRS components includes loss of SAP.

This must be signed and returned to Rural Economy by Friday 25 July 2008. If you have the field information stored on a spreadsheet and would prefer to submit the data electronically, please contact Julia Elvidge on j.elvidge@gov.je. Please also include a copy of your Waste Management Action Plan showing how you disposed of your waste in 2007.

AP2 should be signed by you, and the Financial Return form signed by your accountant. Please also include a copy of any changes to your existing Farm Manure and Waste Management Plan. These must be returned to Rural Economy by Friday 26 September 2008.
Late applications will lead to the reduction and eventual suspension of direct financial support payments (please read the late application section on the declaration form, AP2).
The information you provide will be treated as strictly confidential and the data will only be used by the States of Jersey.
Please
note that 10% of SAP claimants were randomly checked for compliance monitoring in 2007 and that a further 10% of claims will be checked in 2008.
