The Fiscal Policy Panel (FPP) was established to provide Jersey's Treasury and Resources Minister and States members with independent economic advice on matters relating to tax and spending policy, and the use of the Stabilisation Fund.
The members of the FPP are:

Dame Kate Barker (Chair)
Dame Kate Barker was appointed to the FPP in 2014. She currently undertakes a number of senior advisory and non-executive roles. She has been part-time Senior Adviser to Credit Suisse since October 2010 and Non-Executive Director of Electra Private Equity plc since November 2010, Yorkshire Building Society since November 2010 and Taylor Wimpey plc since April 2011. She led a quality review of the National Accounts Office for National Statistics which reported in July 2014 and is chaired a commission on Health and Social Care for the King’s Fund. In addition, she is non-executive member of the UK Office for Budget Responsibility. She was Member, Monetary Policy Committee (MPC), Bank of England (2001 to 2010). She led two major policy reviews reporting to the Chancellor and the Secretary of State for Communities and Local Government: Barker Review of UK Housing Supply (2003 to 2004), Barker Review of Land-Use Planning (2005 to 2006). She was created Dame Commander of the Order of the British Empire (DBE) for services to the economy in the 2014.
Ms Tera Allas
Ms Tera Allas was appointed to the Fiscal Policy Panel in 2014.
She is a Visiting Fellow at McKinsey Global Institute and an independent
economic adviser to a number of governmental, business and third sector
organisations. From 2011 to July 2013, she was Director General, Strategy,
Analysis and Better Regulation at BIS and Deputy Head of the Government
Economic Service. She was also a member of the Secretary of State’s Panel for
Monitoring the Economy and the Top 200 group in the UK Senior Civil Service.
From 2009 to 2011, she was Chief Economist and Director of Transport Analysis
and Economics at the Department for Transport, and between 2004 and 2009 she
was Chief Energy Economist, Director of Energy Market Economics and Deputy
Chief Scientific Advisor at the Department for Trade and Industry. From 1992 to
2004 she worked in a number of senior roles at McKinsey & Company, Inc.
Professor Francis Breedon
Professor Francis Breedon is Professor of Economics and Finance at Queen Mary University of London, a role which he has held since 2010. He has wide-ranging experience as a professional economist, including practical and academic experience. As well as working at the Bank of England for seven years, he has held senior economics positions in the private sector and continues to consult for a number of financial firms. His academic research focusses on international finance, and covers international macroeconomics and fiscal policy, including government funding and sovereign wealth funds.
