Please could the States of Jersey Police give a breakdown of all Disclosure Scheme (also known as Clare's Law) requests made, and the outcome of those requests, since its introduction.
Although data protection may prevent the naming of individuals involved, please could the breakdown include specific reasons for each request.

Additionally, if any such request has led to further police action/intervention, including the flagging up of previously unknown sex offenders, please can that information be included.

Response

Clare’s Law: Domestic Violence disclosure scheme:
Two disclosures were made in 2014 and one so far in 2015. All three disclosures relate to a male partner’s violent history. They are not connected. Only one request for information has been received, the other two disclosures were made by police ‘proactively’ under ‘Public Interest’ disclosures as part of the duty of the Police to prevent crime.

Additional context:

Detective Inspector Mark Hafey, Head of the Public Protection Unit, said: “The aim of the scheme is to give anyone a mechanism to make enquiries about their partner if they are worried that they may have been violent or abusive in the past. If Police checks show that someone has a record of abusive offences, or there is other information to indicate that a person may be at risk from a partner, the Police will consider sharing this information.”

“The scheme aims to help individuals make a more informed decision on whether to continue a relationship and provides help and support when making that choice.”

“A disclosure under this scheme is the sharing of specific information about a partner with an individual or a third person for the purpose of protecting someone from domestic abuse. Anyone can make an application to Police about a partner if they have a concern that they may be harmed.”

“A third party, for example a parent, sibling, neighbour or friend can also make an application to Police if they are concerned.”

Sarah’s Law: child sex offender disclosure scheme:

Only one disclosure was made in 2014. This was not as a result of a request but a police proactive disclosure. There have been no requests for information to date.
