Can you tell me why employees on zero hour contracts are paid at the 2013 pay scale for the equivalent grade and not at the current pay scale?

An extra 4% holiday pay is added to the pay for those on zero hours contracts. This is because all holiday is taken as unpaid leave and this 4% is considered equivalent to 10 days annual leave. However, this 4% is taxable, so in real terms it’s not 10 days at all. Why is 4% taxable?

As at the end of April 2017, there were 2,642 staff with a zero hour agreement with the States of Jersey, of which, 49.6% (1,310) already had a permanent or fixed term position within the States of Jersey.

The minimum entitlement for annual leave – according to the Jersey Advisory and Conciliation Service: http://www.jacs.org.je/employees/holidays – is two weeks paid leave.
