Request

A list of all infrastructure problems (all kinds, temperature, building related issues, IT and so on) reported at the Jersey General Hospital in 2014, 2015, 2016 and so far in 2017.

Response

Health and Social Services (HSSD) are unable to provide you with a specific answer to your question because the information required is not collected in a way which would allow it to be collated within the cost limit of 12.5 hours under the Freedom of Information (Jersey) Law 2011.

The aging infrastructure of the Jersey General Hospital requires high volume, frequent re-active and planned maintenance tasks being undertaken on a daily basis.

In 2016 HSSD Facilities Management introduced a new activity tracking and driving software tool which records various data including tasks and category of activity. Prior to this, tasks were recorded on paper and housed at several locations. As such, the possibility of locating such records, understanding various inputting methods and statistics, and cataloguing the data required to answer your question is unfeasible.

The type of failures experienced at the Jersey General Hospital relate to mechanical and electrical plant consisting of lifts, chillers, water tanks, medium temperature hot water systems, electrical switchgear, generator issues, building managements systems, air handling units, water pressurisation units to name but a few. These pieces of infrastructure / plant have had various failures requiring repair. It is impossible to list all the current and historic failures for every piece of kit repaired due to failure at this time.

The following data is a direct export of estates activity and category of tasks undertaken on the Jersey General Hospital site in 2016.

  • contractor services: 78
  • planned maintenance, electrical services: 894
  • planned maintenance, electrical and mechanical services: 92
  • building services, re-active works: 2,975
  • boiler re-active works: 1

  • planned maintenance, compliance: 49
  • planned maintenance, mechanical: 1,943

Exemptions and articles applied

Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 allows an authority to refuse a request for information where the estimated cost of dealing with the request would exceed the specified amount of the cost limit of £500. This is the estimated cost of one person spending 12.5 working hours in determining whether the department holds the information, locating, retrieving and extracting the information.
