A and B

The Social Security Department (SSD) are unable to provide this information for the last five years as they do not hold the data prior to the Control of Housing and Work (Jersey) Law 2012 (CHWL). The CHWL came into effect 1 July 2013. Information is available from 1 July 2013.

The information requested is accessible by other means and therefore exempt under Article 23 of the Freedom of Information (Jersey) Law. Each quarter and annually SSD publish data on Registered and Licensed permissions that have been requested, granted, refused, and removed. This data is available from the site below. The link provides the information requested for the full years 2015 and 2016:

An occupational breakdown is not available and data is presented by industry sector.

C and D

The Labour Market Reports published by the States of Jersey Statistics Unit provide employment information by an individual’s residential and employment status and by industry sector ie the number of permissions being used at a point in time.

These are available on the States of Jersey Website (specifically Page 18 - table A5b):

The following publication also provides information on the total number of Registered and Licensed permissions held by Industry sector (specifically page three - table showing total Registered permissions):

Together these reports indicate permissions used and unused.

Article 23 - Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
