Please provide us with an exact figure of expenditure for direct recruitment from 1 January to 31 December 2016 for St Saviours Hospital, Overdale Hospital and the General Hospital.
Direct recruitment includes, but is not limited to, the advertising of job vacancies in printed journals, newspapers, radio, online recruitment websites, job fairs, internal recruitment open days as well as social media and search advertising.
Direct recruitment excludes the fees paid to recruitment agencies.
Disclosure of the requested information is to calculate the cost of direct recruitment in the NHS in the British Isles and the efficiencies that maybe achievable through Sustainability and Transformation Partnerships (STPs) or similar initiative, if they were established beyond NHS England.
Response
To split the requests by location would require a review down to individual transaction level to apply the cost to a service area and would exceed the cost limit provisions allowed under Article 16 of the Freedom of Information (Jersey) Law 2011 and the 12.5 hours maximum allowed under regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014.
The total sum spent on advertising costs for the whole of Health and Social Services was £556,861. This includes all areas mentioned in the request.

Article 16 - A scheduled public authority may refuse to supply information if cost excessive
(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.
Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 allows an authority to refuse a request for information where the estimated cost of dealing with the request would exceed the specified amount of the cost limit of £500. This is the estimated cost of one person spending 12.5 working hours in determining whether the department holds the information, locating, retrieving and extracting the information.
