The approval for demolishing the Airport Arrivals building was given by the then Planning Minister Rob Duhamel on the basis of advice given by Doug Bannister quoted in the Jersey Evening Post on 17 March 2014, where Airport director Doug Bannister said the building was too close to the runway and a risk to flight safety. Further, States members were shown a 3D representation of the encroachment.

The airport is about to adopt European Air Safety Agency (EASA) regulations which are different to the UK Civil Aviation Authority (CAA) regulations under which the original planning consent was given.

Please could a revised model of the encroachment be made available?

If the two wings of the arrivals hall were removed, leaving central building, could it be confirmed that this would result in no encroachment.

Response

Planning permission was granted for the demolition of the Airport Arrivals and Baggage Hall (the 1937 building) on 17 March 2014. At the time of the decision, the Minister for the Environment was advised that, "Jersey Airport is not in compliance with the relevant aerodrome licensing requirements."

Department of the Environment did not prepare the model. This would have been produced by Jersey Airport who were the applicants.

The administration of Jersey Airport falls under the Ports of Jersey. They are not a scheduled public authority for the purposes of the Freedom of Information (Jersey) Law 2011 and therefore your request would need to be made directly to the Jersey Airport.

The Department of the Environment has not been made aware of any change to the regulations which govern the operation of the aerodrome. Whether such changes are proposed or not, the planning permission was granted on the basis of the information submitted at the time and remains valid.
