On the Jersey Evening Post website on 7 March 2018, there was an article headed "States modernisation" pay offer withdrawn.

In that article Nick Corbel announced the following:

Responding to the announcement, Nick Corbel, regional representative for Unite the Union, said that he had not yet had time to read over the new proposals but that a large amount of time and taxpayers' money spent on developing the programme had been wasted.

'This workforce modernisation agenda has taken up so much time, resources and funding, not only from the government but also from trade unions. Their project is dead in the water at the cost of taxpayers,' he said.

'We did warn the employer prior to a final offer going out that it was premature. We needed to get to a stage where we had an offer that could be put to members, but they pushed ahead anyway'.

'It was a failed strategy and it will now just be brushed under the carpet.'

Please can you tell me how many States of Jersey man hours were used in total developing the "States Modernisation" and what was the total cost including the man hours was spent on developing the "States Modernisation".

Staff hours are not tracked on a project basis across the States of Jersey, therefore we are unable to confirm how many were spent developing the “States Modernisation”.

The total cost (excluding staff hours) for the project up to and including December 2017 is £2.0m. Four pay groups; Ambulance, Family Support Workers, Residential Child Care Officers and Youth Services have accepted the Workforce Modernisation offer, therefore some costs are still ongoing.
