Request

In the case of complaints against Deputy Rod Bryans, Senator Andrew Green engaged an independent consultants, HR Lounge Ltd, before forwarding the report to the Commissioner for Standards. I would like to know:

I accept that Senator Green was duty bound to refer this matter for to the Commissioner for his consideration, but would like to know more about what he did before doing that.

A

On whose authority did he engage the independent consultants rather than letting the Commissioner investigate the complaint at the start? Was it his own or a Council of Ministers decision?

B

How much was the cost of engaging the independent consultants?

C

What was the charge out rate to the States of the independent consultants work?

D

Did their invoice say how much they charged per hour, if so what was that?

E

Is this funded from the public purse?

F

Is there a discretionary budget for this expense rather than letting the Commissioner investigate the complaint at the start (which is after all what he is paid for)?

Response

A

The independent consultants report was commissioned by the States Employment Board (SEB).

B

The report cost £3,321.50.

C

£800 per day.

D

Work on the report was charged on a day rate rather than an hourly rate.

E

Yes.

F

All SEB costs are met from the Human Resources budget.
