Please furnish a current list of all properties owned, leased or in the beneficial ownership of (eg John Clive Le Seelleur Trust) all and every part of the Health Department and related and connected health services, the purpose is to gain a clear picture of the 'Health estate' in total.

Please clearly indicate the original / ascribed use and the present use, broad use terms such as administration, clinical, accommodation, and storage will be sufficient it is not required to have a detailed specific use of every component part in a multi-use site or building, but some differentiation is required. If additional information such as tenure, date of acquisition / construction is available without too much trouble, it would be welcome.

Please find the attached report of all 209 units currently utilised by Health and Community Services, either in a freehold or leasehold capacity.

Health Estate Property

Information of the original / ascribed use of each property is not generally held. Where it is held it is held textually and not in a field that can be reported on from on the States property database.

With regard to your request to supply “date of acquisition”, in many cases sites are made up of multiple acquisitions and we are currently only able to extract the earliest acquisition date from our systems. Details of acquisition dates for all parts of each site are held at a different level within our database, and there is currently no automated report set up at this level that allows us to extract this information. We estimate that it will take us in excess of 12.5 working hours to extract this information manually from our database and/or to write a program in order to report on this data. This part of your request, therefore, will not be processed further.

Article 16 A scheduled public authority may refuse to supply information if cost excessive

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.

Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 allows an authority to refuse a request for information where the estimated cost of dealing with the request would exceed the specified amount of the cost limit of £500. This is the estimated cost of one person spending 12.5 working hours in determining whether the department holds the information, locating, retrieving and extracting the information.
