Guernsey has collated statistics on:

B

Affordability: annual rent to earnings ratio

C

Affordability: purchase price to earnings ratio

D

Affordability: percentage of population in affordable housing (rented from the States or Housing Associations)

E

Are there any comparable statistics for Jersey, and where might I find them?

Response

A

The most recent statistics on this comes from the 2011 Census. You can access the full census report at the following link:

Report on the 2011 Jersey Census

Page 22 of the census report details overcrowding. One in twenty (5%) of all occupied dwellings could be classed as ‘overcrowded’, that is, they had fewer bedrooms than the number required by the ‘Bedroom Standard’ (a measure of over-crowding).

B

There are no statistics published that directly equate to this measure, however measures of rental stress using the 30 / 40 method, which compares gross income to renting costs were published in the 2015 Housing Affordability report which can be found at the following link:

2015 Housing Affordability report

Page 12 details the statistics on rental stress.

C

This measure was also featured in the Housing Affordability report, however there is a more recent update to this measure contained in the 2017 report:

Housing Affordability report 2017 update

Ratio analysis of mean property prices against mean gross household income can be found on pages 5 and 6.

D

The most recent statistics on this comes from the 2011 Census. You can access the full census report at the following link:

Page 23 of the census report details household tenure types and there is a detailed breakdown of the population contained in Appendix C, Table A12 (page 68). At the time of the census 12,217 persons resided in accommodation described as “States, housing trust or parish rent” of a total population of 95,974 (12.7%).

E

This information is not collected or published by Statistics Jersey however, this is available as part of the Social Security Annual Report:

2017 Social Security Annual Report

Page 58 provides a breakdown of the number of households in receipt of the income support accommodation components and the different tenures and type of housing they occupy. As at 31 December 2017 there were 2,836 households in receipt of the accommodation component living in “Andium Homes Rental” and an additional 591 living in “Housing Trust Rental”.
