How many parking fines have been issued in Jersey in 2013, 2014 and so far in 2015?

Can I please have a breakdown of the type of fines they were ie streets, and car parks, etc (I need to differentiate between parishes and TTS fines).

Can you please tell me how many parking fine cases went unpaid at parish or TTS department level and were therefore forwarded onto the Magistrate’s Court in 2013, 2014 and 2015 (again please differentiate between the parishes and TTS)?

How much income has TTS made in parking fines in 2013, 2014 and so far in 2015?

How much income was lost due to unpaid parking fines in 2013, 2014 and so far in 2015?

A.

For TTS only:

In 2013, a total of 11,513 Excess Charge Notices were issued in car parks. In 2014, a total of 12,129 Excess Charge Notices were issued in car parks.

In 2015, a total of 5,194 Excess Charge Notices were issued in car parks for the period 1 January to 9 June.

No data is held for fines issued by other authorities.

B.

The department only holds records for the fines it issues within the areas it is responsible for administering. The department does not hold details of fines issued by the States Police, Parish Honorary Police or Parish Wardens.

C.

For TTS only:

In 2013, a total of 570 unpaid Excess Charge Notices have been passed for summons to the Magistrate’s Court.

In 2014, a total of 544 unpaid Excess Charge Notices have been passed for summons to the Magistrate’s Court.

In 2015, so far a total of 124 unpaid Excess Charge Notices have been passed for summons to the Magistrate’s Court.

No data is held with regards to fines issued by other authorities.

D.

The fine income is available in public records for 2013 and 2014 as part of the States’ Financial report.

Income for 2015 fines so far is £ 209,815.

Note: fine income for each year can, and often does, include recovery of fines issued in previous years.

The department's accounting practice is that income for parking fines is not written off before a period of at least four years has passed, so no income has been written off for the years in question to date. However, the following accounting provisions have been made:

A provision for outstanding 2013 debts was made of £44,400.

A provision for outstanding 2014 debts was made of £32,256.

The actual amount of fine income written off for a year may vary from the financial provision made dependent upon the sum recovered.

No debt provision made for 2015 debts as at 15 June 2015.
