The Business Case for Small Day Units

This has only recently been completed by the Commissioning Department in Health and Social Services (HSS) to look into the need for respite provision in the island. The report looks at children and adults with special and complex needs.

The capacity review: Commissioning Intentions Paper, Whole System Redesign of Short Breaks is a working document that is still in development. This document contains commercially sensitive information and, under the Law, is exempt from publication. Also, it would not be in the public interest to release commissioning intentions nor budgetary estimations which are not finalised.

However, in the spirit of transparency, the Health Minister will allow the following information from this working document to be released:

Community short breaks​ demand:

The demand for community short breaks / short breaks is also anticipated to increase. For children and adults this is driven by an increase in choice, especially if longer (holiday) breaks are available. For older adults / dementia this is driven by the reduction in long term nursing home care and increased independence / care at home, along with the demographic changes.
 
Investment could be targeted at:

  • increasing the range of short breaks to support the take-up of community activities on a more regular basis e.g. trips to the park
  • inreach to individuals’ homes
  • supporting groups of teenagers
  • ‘fostering’ short breaks

Report requested: The Business Case for Small Day Units

After making enquiries within HSS, the department can say with certainty that no such document exists under that title.
