Government of Jersey Mapping Services:

I refer to a previous Freedom of Information response published at the following link:

Land Registry and Digimap (FOI)

According to this response the previous contract from the Government of Jersey with Digimap Jersey expired on 8 November 2019.

Please provide the following information on the procurement of mapping services;

A

Which platforms was the tender offered on; eg Gazette, Channel Islands Tenders.

B

A copy of the Tender Details / Document that needed to take place this year to procure mapping services.

C

The number of companies that tendered for this service.

D

The winning supplier of this tender.

E

The length of contract agreed with this supplied for the provision of these services.

F

A copy of the contract between the Government of Jersey and the new provider of mapping services. Please redact commercially sensitive information (financials) rather than applying a blanket exemption on the entire contract.

G

A copy of the previous contract between the Government of Jersey and Digimap for the service ending 8 November 2019. The previous exemption reason 33 was only quoted on the grounds that a tender process was imminent.

The value of the previous contract held between Government of Jersey and Digimap for Digital Mapping Services

Response

A to F

The contract with Digimap has been extended for a further year so no tender process was completed.

G

This is exempt on basis that a tender process will be undertaken within the next year.

H

The value of the contract is being withheld under Article 33 on the basis that a tender will be undertaken within the next year and as a result it is commercially sensitive.

33 Commercial interests

Information is qualified exempt information if –

(a) it constitutes a trade secret; or

(b) its disclosure would, or would be likely to, prejudice the commercial interests of a person (including the scheduled public authority holding the information).

Public Interest Test

Since the exemption engaged is qualified, not absolute, a public interest test has been conducted to assess whether, in all the circumstances of the case, the public interest in supplying the information is outweighed by the public interest in not doing so. It is judged that the contract values are commercially sensitive as they are the outcome of negotiations between parties and that the release of this data could affect the negotiation of future contracts and therefore the public interest in raising awareness of specific financial information is outweighed by the potential prejudice to the commercial interests of both the Government of Jersey and to third parties.
