Re: income support household claims that were closed as a consequence of a member of that household being issued with a third or subsequent breach of a warning notice, pursuant to Regulation 5B (4) of the Income Support (Jersey) Regulations 2007.
A.
Where household claims included payment of the child rate basic component of income support (article 5 (2)(c) of the Income Support (Jersey) Law 2007) at the time when the third or subsequent breach of a warning notice was issued, please supply the following:
(1) The total number of household claim closures where payment of the child rate basic component of income support was disallowed as a consequence of the issue of a third or subsequent breach of a warning notice, identifying any cases where the same household’s claim was closed more than once if possible, from 15 October 2013 to date;
(2) The total number of individual children in respect of whom payment of the child rate basic component was disallowed as a consequence of the issue of a third or subsequent breach of a warning notice from 15 October 2013 to date;
(3) A list of the separate amounts (£) of child rate basic component disallowed from each individual household where the household claim was closed as a consequence of the issue of a third or subsequent breach of a warning notice from 15 October 2013 to date;
(4) The overall total amount (£) of child rate basic component of income support disallowed as a consequence of the issue of third or subsequent breach of a warning notices from 15 October 2013 to date (ie the sum of all the separate amounts disallowed from each individual household, as requested in A. (3) above).
B.
Where household claims included payment of the housing special component of income support (article 5 (3)(a) of the Income Support (Jersey) Law 2007) at the time when the third or subsequent breach of a warning notice was issued, please supply the following:
(1) The total number of household claim closures where payment of the housing special component of income support was disallowed as a consequence of the issue of a third or subsequent breach of a warning, identifying any cases where the same household’s claim was closed more than once if possible, from 15 October 2013 to date;
(2) A list of the separate amounts (£) of housing special component of income support disallowed from each individual household as a consequence of the issue of a third or subsequent breach of a warning from 15 October 2013 to date;
(3) The overall total amount (£) of housing special component of income support disallowed as a consequence of the issue of third or subsequent breach of a warning notices from 15 October 2013 to date (ie the sum of all the separate amounts disallowed from each individual household, as requested in (B)(2) above).
Response
The Social Security department can confirm that the total number of household claims that were closed between October 2013 to September 2015 as a consequence of a member of that household being issued with a third or subsequent breach of a warning notice, pursuant to Regulation 5B (4) of the Income Support (Jersey) Regulations 2007 is 194.
The information needed to answer question (A) (1), (2), (3), (4) and (B) (1), (2), (3) is held in separate database tables within the Social Security database that holds information relating to income support claims. To relate specific component payment details to specific household claim details would require specialist third party support, the cost of which would be in excess of the £500.
Regulation
Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 allows an authority to refuse a request for information where the estimated cost of dealing with the request would exceed the specified amount of the cost limit of £500. This is the estimated cost of one person spending 12.5 working hours in determining whether the department holds the information, locating, retrieving and extracting the information. Your request, therefore, will not be processed further.
