The term ‘Health’ means ‘not just the absence of disease but a state of complete physical, mental and social well being’
The World Health Organisation (WHO) defines environmental health as being ‘the control of all those factors in a person's physical environment which exercise a deleterious effect on their physical environment, health or survival'.
What we do The role and function of the department is to provide advice and guidance, legislative and administrative control, in order to maintain a safe and healthy environment in compliance with public health regulations and standards in line with the Public Health Service business plan.
In short we strive to ensure a positive impact on the key determinants out of health and improve the quality of life of those living and visiting Jersey.
The Department's Mission Statement is as follows:

Aims
1. To protect the health and quality of life of individuals and communities.
2. Influence the decision making process of others on health related issues.
3. Improve health and well-being though research, dissemination of information, explanation and advice.
4. Continue to develop and maintain an adequately resourced, customer focused service.
Objectives
1. To protect health
a) Ensuring compliance with existing legislation.
b) Investigating complaints and responding to requests for service.
c) Monitoring health related environmental issues.
d) Prevention and control of infectious diseases.
e) Identifying the need for further health protection legislation.
2. Influencing others
a) Establishing strategic partnerships with health protections stakeholders.
b) Co-ordinating and facilitating health protection related policies and programmes.
c) Adopting a framework of health impact assessment for suitable projects.
3. Health advice
a) Setting priorities for Island-wide health protection policies.
b) Providing information through a variety of media.
c) The provision of targeted training courses.
d) Promoting research into health protection related issues.
4. Provision of resources
a) Prioritise work to meet customer needs.
b) Investing in the continued development of staff.
c) Provision of a system for the management of information.
d) Provision of suitable and sufficient technical resources.

The department works closely with key areas of the Health Protection Agency in England such as Chemical Hazards and Poisons Division (London), HPA regional centre (South West), Communicable Disease Centre (Colindale).
The Department is a participant in (TRAMP) terrestrial radiological monitoring programme and radioactivity in food and the environment led by CEFAS
