Island Plan Review - Green Paper - Strategic Options

Islanders are being invited to join the debate and to express their views about the major planning issues that Jersey will need to address over the next ten years. A Green Paper – the Island Plan Review Strategic Options Paper – has been published by Senator Freddie Cohen as part of a twelve week public consultation.

The consultation period for this paper is open from July 10th-November 2nd 2008.

The recent Imagine Jersey 2035 consultation has opened up debate on how fast the Island’s population should be allowed to grow. Some growth is needed in any case because the Island’s existing population is ageing and the number of households is increasing, through people living longer alone, separation etc.

The key purpose of the 'Green Paper' - Strategic Options will be to outline the evidence and what the main realistic options might be. No decisions have been made.

There are important debates to be had about the amount of development in villages, about whether or not land reclamation is a good idea, how development relates to schools and public transport.  The paper will inform the content of the new island Plan.

The Green Paper has been put together by officers using information taken from a number of specific studies and from discussions held in a series of stakeholder groups. Because the new plan will be examined by an independent inspector it is very important that it is informed by robust evidence.

A series of reports have been commissioned:-

  • An Island wide Housing Needs survey has been conducted and the results are being analysed.
  • An Islandwide Survey of the needs of the agricultural sector has been carried out.
  • An independent review of the need for employment land is being conducted by the main Island based surveying firms and the States economic advisers Oxera.
  • Research on potential built environment conservation areas is underway, partly in house, partly using Gorden Urqhart who worked on the St Helier Urban Character Appraisal.
  • Ian Phillips who is well known as an authority on recreational planning is researching into open space and outdoor sport needs, important on such a ‘sports mad’ island.
  • Graham Tulley, who has been involved in planning in Jersey for 20 years is leading a team at consultants DTZ who are taking an entirely fresh look at retail requirements.
  • Penny Anderson, our Biodiversity consultant is looking at Jersey habitats and opportunities for enhancing biodiversity in the new plan strategy.
  • Parsons Brinkerhof is using the new real time Island traffic model to look at the transport implications of the new plan & the Esplanade Quarter proposals.
  • Hydraconsult have been commisioned to produce an Inert Waste Arising and Landfill Capacity Report.


Stakeholder Meetings

A total of 16 stakeholder meetings covering 8 different topics were held between October and December 2007, which in turn followed on from an initial meeting held in August 2007 to provide States members with an understanding of the Island plan review project – who is involved, what processes will take place and over what timescales. A briefing paper was prepared for each stakeholder group and minutes were captured following the group discussions.

Following the conclusion of the stakeholder meetings a plenary session was held to allow all of the stakeholders an opportunity to review and contribute across all 8 topic areas in a structured discussion. These views were captured and are being considered by the team creating the Island Plan Green Paper.

Consultation


Widespread public consultation is central to the sucess of the Island plan review and a number of meetings and presentations will take place in order for all views to be recorded and considered.  There will also be an opportunity to make representations on line using a web based public consultation system.
