Part One - Types of Contributions

Contributions are the payments you make to the Social Security scheme so that you can receive benefits.

There are 2 types of contributions:

Class 1 - paid by people working for an employer. These contributions are a percentage of wages.

Class 2 - paid by everyone who is not working for an employer. See leaflet entitled - Contribution Levels and Benefit Rates for the current value of Class 2 contributions

Everyone between school leaving age and pension age is liable to pay Social Security contributions - even if they are not working.


Part Two - Help for people in Full Time Education

The Social Security scheme gives help to people over 18 who are in full time education. You can get:

  • an exemption from paying Class 2 contributions; and
  • a credit on your Social Security record for a maximum period of 36 months.

Part Three - What are credits?

For each month you are a student you can get a credit on your account. Credit takes the place of Class 2 contributions and protects your future entitlement to benefit.

Studentship does not have to be in one period. It can be over a number of periods. However we can only give you a maximum of 36 months credits throughout your working life.


Part Four - I am a student - how can I get this help?

Fill in an application form and send it to us. You can get an application form by:

  • calling at the Contributions Zone in the Social Security Department or
  • telephoning and asking us to send you one.

Someone else can collect the form for you but you have to fill it in.


Part Five - Are there any conditions that I have to satisfy?

Yes . To qualify you must be:

  • over 18;
  • a Jersey resident
  • attending a full time course of education.

You will be asked to give us proof of these requirements.

What type of Proof?

Dtae of Birth - your original or a certified copy of your birth certificate.

Residence - your Social Security record does not prove residence, but it will be taken into consideration along with other proof i.e. rent book, letter from employer, education grant, etc.

Full time education - UCAS confirmation letter, letter of acceptance for a course, degree certificate, letter from college/university etc.


Part Six - Change in circumstances

You must tell us immediately if you leave full time education, change address or are no longer a Jersey resident.


Part Seven - Working for an employer whilst a student

Being a student does not stop you from doing part time or holiday work. You must give your Social Security registration card to your employer. Class 1 contributions will be deducted from your wages.

Student credits will not be awarded whilst your wages are regular and high enough to cover your full contribution liability. Student credits are not necessary in months covered by Class 1 contributions. This means that your entitlement to credits is not being used up whilst you are paying contributions.


Part Eight - Making a claim to benefit

If you become ill or have an accident and are given a medical certificate you should fill it in. Send it to us without delay. We can pay you benefit providing you satisfy the benefit and residence conditions.


Part Nine - What happens if I am in full time education for more than 3 years?

The credits stop at the end of 36 months. But the Law still excuses you from paying Class 2 contributions whilst you are in full time education.

Any Class 1 contribution you pay will build your entitlement to benefit.


Part Ten - The credits have ended - can I protect my record?

Yes. For any month that you do not pay Class 1 contributions you can pay voluntary Class 2 contributions. The payment of the voluntary contributions can be made at any time up to pension age.

The rate of Class 2 contributions is the standard rate in the year the payment is made.
