| Decision(s): The Assistant Minister approved the transfer of the title and function of the Registrar of Shipping from the Harbour Master to the Maritime Compliance Manager, to have immediate effect. |
| Reason(s) for Decision: This is in accordance with article 188 of the Shipping Law and the Minister has previously delegated actions under the Shipping Law to his Assistant Minister, as stated in RC4/2006.
Ministerial Decision MD-E-2008-0123 agreed to (1) the transfer of the Registry’s budget for staff, income and expenditure from Jersey Harbours to the Economic Development Department with effect from 1st January 2009, (2) the transfer of reporting lines for Registry staff in July 2008 and (3) for the Assistant Minister to appoint a new Registrar.
The decision to appoint a new Registrar is therefore a necessary consequence and recognises that the transfer of management responsibility has now taken place. This change will allow the officer with managerial responsibility for the staff and budget to have the legal responsibility as well. It will also assist Jersey Harbours in managing its commercial port operations with a reduced risk of a conflict of interests. |
