Disabled parking (blue badge)

About the blue badge scheme

You're eligible for the blue badge disabled parking scheme if:

you have a permanent, substantial disability which means you cannot walk or find walking considerably difficult
you are registered blind with EYECAN

The badge is issued to you and may be used in any vehicle you're driving or being driven in.

It's a criminal offence for someone to use or display your badge when you're not travelling in their vehicle. It's your responsibility to ensure your badge is used properly.

Expiry

A blue badge is valid up to a maximum of 3 years from date of issue.

How to apply for a blue badge

To apply for the blue badge disabled parking scheme download and print the application form found on St Helier Town Hall website. You can also pick a form up from the Customer Services Department at the Town Hall.

How to display a blue badge

You must display the badge on top of the dashboard of the vehicle with the front of the badge (the side showing the wheelchair symbol) facing forward. The relevant details should be clearly visible from the outside of the windscreen.

Failure to display the badge correctly will result in a parking penalty being issued.

When requested by a parking official, you must show your photograph on the back of the badge to confirm your identity.

How long you can park

The length of time you can park depends on where you park.

Some parking areas require that you use paycards to display your time parked. In other areas you'll need to use a parking disc. You can use the standard parking disc or a European disabled blue parking disc clock. The European disabled blue parking disc clock is recognised throughout Europe and is provided free of charge with your permit.

Locations where to use your blue badge

On-street parking in St Helier

any specifically set aside disabled parking area may be used to park up to a maximum of four hours using a badge with a parking disc clock. Exceptions are Lewis St and Halkett Place (where some places are limited to one hour only), and Vine St (weekend parking only), where some spaces are limited to one hour only
parking for up to a maximum of 2 hours using a normal parking paycard with a badge, on any on-street parking area in the 20 minute (yellow) or one hour (red) zones (one unit per stay)

Off-street parking in St Helier

Short stay:

using a badge with a parking disc clock, free parking for 3 hours in any parking space in Minden Place and Snow Hill car parks. For information about Sand Street car park go to Disabled parking and eco permits at Sand Street car park. A limited number of dedicated wheelchair access spaces are available
free 12 hours parking in every 24 hours is available at short stay car parks by special permit using a badge with a parking disc clock. The granting of permits is discretionary and will be made on a case-by-case basis. Permits must be used in accordance with their rules for use and may be withdrawn by the parking authority at anytime. Individual enquiries for permits should be made to the Parking Administration Office at Sand Street

Long stay:

free parking for 12 hours in every 24 hours in any of the public off-street parking spaces using a badge with a parking disc clock. A limited number of dedicated wheelchair access spaces are available
to park for longer than 12 hours a season ticket or paycards must be displayed for the whole duration of your stay

You can use your blue badge in the UK or the rest of the EU.

Use badges from other countries in Jersey

All European style blue badges are accepted in Jersey.

Badges issued outside the EU can be used at the discretion of the parking authority. You should ask at Parking Control in Sand Street car park.

UK badge holders should note that vehicles may not park on a yellow line at any time.
