What are the laws on skateboarding in Jersey, e.g. on roads and pavements or public areas?

Skateboarding is specifically mentioned in Article 2 (1)(L) of the Policing of Roads (Jersey) Regulations 1959, which effectively makes it an offence to skateboard on any public pavement, public area or on any public road.
The regulations define road as:
“Road” means any public road or any public place, but excludes any place to which the Policing of Beaches (Jersey) Regulations, or the Policing of the Parks (Jersey) Regulations apply.

The Policing of the Parks (Jersey) Regulations 2005 makes it and offence to:
3 Prohibited acts in parks
(1) A person must not –
(a) Indulge in any behaviour in a park that unreasonably interferes with the comfort or convenience of others users of the park, or causes them annoyance or interferes with their enjoyment of the park;
(b) Undertake any activity in a park likely to damage the park or to disrupt its maintenance;

Both these offences could be applied to skateboarding if the circumstances were appropriate.
