Telephony
A
Jersey Fire and Rescue Service does not have a dedicated Telephony system, but is included within the Corporate Government of Jersey Enterprise VOIP Platform. This service is currently under contract from 31 July 2013 to 31 July 2024.

Jersey Fire and Rescue Service does not have a separate telephony system.
A (b)
There is a 12 month extension option within the contract.
A (c)
The current telephony contracts are under review commercially to define the future strategy. To release this information regarding contract values or details could prejudice any future competitive tendering process. Article 33 (b) (Commercial interests) of the Freedom of Information (Jersey) Law 2011 has therefore been applied.
A (d)
It is considered that providing this information may cause a security risk and therefore it has been refused under Article 42 (a) (Law Enforcement) of the Freedom of Information (Jersey) Law 2011.
As detailed in response A (b) there is a 12 month extension option within the contract.
Command and Control
B to B (c)
A tender process is underway to appoint a new tri-services CAD system (Police, Fire and Ambulance), advertised in Q4 2020. This competitive exercise remains ongoing and therefore information is being withheld in accordance with Article 33 (b) (Commercial interests) of the Freedom of Information (Jersey) Law 2011.
Integrated Communications and Control System (ICCS)
C
There is an Integrated Communications and Control System in place across Justice and Home Affairs (so not solely in use by the Fire and Rescue Services) which commenced on 31 July 2020 and will end on 31 July 2025.

There is a five month extension option in the current contract.

This information is exempt under Article 33 (Commercial Interests) of the Freedom of Information (Jersey) Law 2011 because details of the annual support prices paid are considered commercially sensitive.

The supplier for this service is Motorola Solutions UK.
C (d)
The UK ESN does not apply in Jersey, therefore there is no ESN service provision in place.
Contact Management System (CRM system)

Geographic Information system (GIS)

Jersey Fire and Rescue Service does not have a dedicated GIS system. The CAD tool is shared with other emergency services and incorporates an internal GIS application. A tender process is currently underway to procure a replacement CAD system, which would incorporate GIS in a similar way. This competitive exercise remains ongoing and therefore information cannot be released until after the process has been finalised. Article 33 (b) (Commercial interests) of the Freedom of Information (Jersey) Law 2011 has therefore been applied.
Gazetteer System

All Government of Jersey departments are required to use the Jersey Land and Property Index for the purposes of a gazetteer. This is an internal (non-commercial) agreement between Departments.

It is considered that providing this information may cause a security risk and therefore it has been refused under Article 42 (a) (Law Enforcement) of the Freedom of Information (Jersey) Law 2011.

Article 33 - Commercial interests
Information is qualified exempt information if –
(a) it constitutes a trade secret; or
(b) its disclosure would, or would be likely to, prejudice the commercial interests of a person (including the scheduled public authority holding the information).
Public Interest Test
Given the imminent tenders relating to questions B, D and E, when public access will be available, it was decided, at this time, the public interest is outweighed by the potential prejudice to the commercial interests of both the Government of Jersey and to third parties and therefore it was decided not to release the information.
The release of the support package prices paid could potentially disadvantage Motorola Solutions UK and the Government of Jersey’s (GOJ) ability to retain commercial advantage in any future tender process. This could also result in the GOJ’s inability to secure best value for the taxpayer and this will likely prejudice the Government as its bargaining power decreases.
It is in the public interest to be made aware of the cost of any support package. However, it is considered that the likely prejudices to Motorola Solutions UK, the Government and the taxpayer should this information be released outweigh the argument that the release is in the public interest.

Information is qualified exempt information if its disclosure would, or would be likely to, prejudice –
a) the prevention, detection or investigation of crime, whether in Jersey or elsewhere
Public Interest Test
It is recognised that there is a public interest in providing information in a transparent manner, however this public interest is not considered to outweigh the interests of the government in preventing cyber-crime or maintaining the integrity of its law enforcement assets. It is considered that release of this information may increase risks, particularly in view of major cyber-attacks that have occurred in other jurisdictions in recent years.
