Please provide the following information relating to Streetlighting in the parish of St Brelade.
A
When were the streetlights in the parish last changed and who was responsible for changing them (the commissioning authority as well as the company that performed the installations)?
B
What technology are the new streetlights using (for example LED light bulbs and so on)?
C
Who manufactured the new streetlights (name of company and country of registration)?
D
Are these streetlights connected to any monitoring system (for example to detect bulb outages) and if so, what protocols are used (for example 4G, 5G)?
E
Are these streetlights "smart" (for example have inbuilt connectivity such as 4G, 5G)?
F
Have these streetlights been independently tested for RF frequency emissions and if so, please provide a copy of the auditors report.

If these streetlights are in any way "smart", what frequency band do they operate in (for example 2.4Ghz, 5Ghz)?

If these streetlights are in any way "smart", do they contain cellular technology (for example sim card, esims) and who operates the network they communicate over (for example JT, Sure)?

Response
The Transport section within Infrastructure and Environment (I&E) are not responsible for all public roads within St Brelade since some are administered by the Parish.
I&E are only responsible for the streetlights on the roads under their administration and can only provide information in relation to these roads in response to the various questions included within this request.
It should be noted that streetlights are predominantly installed on main roads which are generally under I&E’s administration.

I&E contract the Jersey Electricity Company (JEC) Amenity lighting team to conduct installations on their behalf.
The updating of the street lighting in St Brelade is ongoing, therefore the work will be carried out during various periods, therefore, it is not possible to provide details regarding when lighting has been updated in St Brelade in general.
Therefore, this information is not held and Article 10 of the Freedom of Information (Jersey) Law 2011 applies.
The Parish may hold further information in relation to your request for the roads under their administration, so you might wish to send your information request in writing to the details shown at the end of the request.

Any new streetlighting will generally utilise LED fittings that have been specified to meet the design standards requirements for that road.

I&E use various manufacturers in relation to the lighting of the Island’s roads depending upon the setting and lighting requirements for each location.
Details have been provided below of companies whose products are commonly used to illuminate I&E roads:
I&E does not maintain a list of the countries of registration for these companies, therefore, this information is not held and Article 10 of the Freedom of Information (Jersey) Law 2011 applies.
However, registration information may be available on the individual company websites detailed above.

I&E does not use a monitoring system or any Central Management Systems (CMS) to monitor or manage its streetlighting. Therefore, streetlighting in Jersey does not use 3/4G services.
The streetlighting in Jersey operates such that each individual luminaire is switched on and off by its own photocell.
This photocell is set to switch on the lighting circuits within a luminaire when the ambient lighting conditions become too dark.

I&E does not currently use any ‘smart’ streetlighting technology.

The Streetlighting is being replaced as part of I&E’s wider asset management strategy to replace and upgrade streetlighting.

I&E network management function is allocated a small sum annually to upgrade the island’s streetlighting.
Other capital projects which introduce measures such as zebra crossings, or traffic calming schemes may also contribute to improvements local to that project.
Where possible, planning obligation agreements with developers will be utilised to make localised improvements to the lighting network.

As stated in the response to question A, I&E and the Parish are responsible for the streetlighting of different roads within St Brelade.
Therefore, we suggest that you contact the transport team or the Parish directly to establish who is responsible for the relevant area. Details are provided at the end of the response.
