Please advise if there an interests register for senior civil servants (as there is for States Members). If so, is it available to be viewed?

Please see the extract below from the States of Jersey Group 2022 Annual Report and Account which is linked below: 

The Government maintains a register of interests which records details of directorships and other significant interests held by the Principal Accountable Officer and Accountable Officers. The register of interests for those senior officers is not publicly available, but any individual transactions which may be affected by those interests are reported in Details of Related Party Transactions, listed in the Financial Statements at Note 4.24 – Related Party Transactions.

In addition to the above, since September 2023 there has been a requirement for all tier 1-3 Officers to declare any conflicts of interest. This is not strictly the same as a register of interests like States Members have. For further information please see the following extract from the Public Finance Manual:

This register of conflicts is withheld under Article 25 of the Freedom of Information (Jersey) Law 2011.

Article 25 - Personal information

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.​
