Waste activities and waste management businesses are guided by the Waste Management (Jersey) Law 2005. The law aims to protect people and the environment from the potentially polluting impacts of dealing with waste.
Jersey signed up to the
Basel Convention. The convention is an international agreement committed to improving the management of all types of waste within Jersey and when wastes are exported from the Island.

Licensing is required if your business or you as an individual, store, handle, recover or dispose of waste, unless the waste activity is low risk. In which case your site may be exempt from the licensing.

If your business transports waste in a motor vehicle on public roads, you must be registered as a waste carrier if the waste includes:
- Hazardous or healthcare waste belonging to others
- Your own asbestos waste from construction, demolition, or excavation activities

Responsibilities of a registered waste carrier
As a registered waste carrier, you are responsible for:
- Ensuring that all employees involved in waste transport are properly trained
- Maintaining and using motor vehicles and equipment that are appropriately designed for waste transport
Exemptions
Certain exemptions apply to the registration requirement. For example, householders transporting their own hazardous waste to an approved disposal site are not required to register. Additionally, businesses transporting their own hazardous or healthcare waste to a licensed or exempt site are not required to register under our current policy.

If you are transporting either hazardous liquid waste or waste chemicals to the hazardous waste facility at Gate 11, Bellozanne Valley, you must present a completed consignment note for your waste to be accepted.
Fill out the Haxardous waste consignment note form, print it off and bring it with you.
If your hazardous liquid waste or waste chemicals can't be feasibly processed locally on-Island, it will need to be transported to the UK for alternative treatment or high-temperature incineration.
This service will be charged at £3 per kilogram.

Waste carrier registration fees
Transfrontier shipments are the exports and imports of wastes between countries and jurisdictions, for disposal or recovery.
There are different types of controls in place for transfrontier shipments depending on the type of wastes and what happens to it. Restrictions are in place for some waste types, and some wastes may be prohibited to move.
These controls are known as Green List Controls from Article 18 of the European Union Waste Shipments Regulation.

Before you can move any waste, you need to get consent from the exporting and importing jurisdiction's competent authority, where required.
Exceptions
You can move some non-hazardous wastes without prior consent from the authorities unless stricter controls are required by the importing country. For example:
- the export of uncontaminated scrap metal from Jersey to England
- the export of wastes destined for laboratory analysis. To assess either physical or chemical characteristics, or to determine their suitability for recovery or disposal operations
