Children and Young People's Plan 2019 to 2023 reviewed

29 September 2023

Jersey’s first Children and Young People's Plan 2019 to 2023 has been reviewed and published by the Minister for Children and Education, Deputy Inna Gardiner.

The Children and Young People's Plan published under the previous Government, was one of the recommendations of the Independent Jersey Care Inquiry to improve outcomes for children, young people and their families in Jersey. The former Children’s Strategic Partnership Board (CSPB) held the overall responsibility for the plan.

In April 2022, the CSPB endorsed a review of the Children and Young People’s Plan (Children’s Outcomes Executive Committee (gov.je)) which is now published.

A number of Government departments as well as charities and partners were consulted during May and June 2022 as part of this review. These focused discussions allowed stakeholders to share their experiences of the first Children and Young People’s Plan 2019- 2023.

As part of the review the Children’s Strategic Partnership Board has been replaced with a new Children’s Outcomes Executive Committee (COEC).

A working group has been established to draft the next version of the Children and Families Plan (2024-27).

Minister for Children and Education, Deputy Inna Gardiner, said: “Undertaking a review of the first Children and Young People’s Plan represents an important piece of work. I am grateful to all who have contributed.

"The next Children’s Plan for Jersey will continue to be a shared vision for everyone working with children and young people to ensure all children young people and their family are at the centre of everything we do.

"We will actively engage children and young people in the development and delivery of the revised plan and consult broadly with key partners later this year before publishing a revised plan in early 2024.”

A copy of the review, as well as a youth friendly version, which is published on gov.je, can be found here.
