Bridging Island Plan: pre-publication drafts

Pre-publication drafts published​

The Bridging Island Plan 2022 to 2025 was approved by the States Assembly on Friday 25 March 2022. This supersedes the previous Island Plan (the Revised 2011 Island Plan) and all planning decisions are now required to be made relative to the new Bridging Island Plan policies. 

During the two-week long States debate, a number amendments to the previously published draft Bridging Island Plan were agreed. A summary of the debate and decisions made by the States Assembly is available here

The Island Plan Review team is working to quickly produce a final consolidated plan in light of the changes agreed by the Assembly. This will be published as soon as possible.

In the meantime, pre-publication drafts of the various chapters of the Bridging Island Plan have been prepared for release. These pre-publication drafts incorporate the substantive changes to policy that have been agreed by the States Assembly: these are set out and highlighted in green throughout the documents below.

It is unusual to share a consolidated pre-publication draft of an Island Plan whilst the final edits, post-States’ debate, are still being made. This exceptional step has, however, been taken to ensure that the agreed changes to policies are more easily accessible to support all parties who may wish to access the new Island Plan; and, in particular, to support the forthcoming public inquiry for the Our Hospital planning application, which is due to start Monday 4 April 2022.

Work is continuing, to deal with the consequential amendments to the supporting text, the formatting of the document, and the revision of the proposals maps. These changes will be limited to the parts of the plan where policy changes have been agreed. There may also be other minor, consequential changes to policies, but these are unlikely to be substantive.

The changes yet to be made, whilst important to explain the context and justification for policies, will not alter the policy position which has now been determined, as provided in the blue policy boxes throughout the document. Areas where further change to the content of the plan is likely are highlighted in yellow.

These pre-publication drafts are provided in good faith but without prejudice to the final publication of the Bridging Island Plan 2022-2025.

The final publication of the approved Bridging Island Plan and associated proposals map will be made available on the Island Plan homepage of gov.je as soon as possible.
