About the consultation

Action 2 of the Council of Minister's 100 Day Action Plan includes a commitment to undertake a project to review how Islanders can better engage with government, what information is available and how government can improve. A key outcome of this review is the development of the Policy Inclusion Framework (the Framework), which aims to improve how Government engages with Islanders on policy matters, ensuring that decisions are more sensitive and responsive to their concerns. 

The proposed Framework consists of engagement good practice guidance and a policy engagement toolkit, which are based on an engagement pyramid structure. Islanders are asked to give their feedback on the proposed Framework; whether they think it is fit for purpose and likely to improve how Government engages with the public in Jersey. The Framework will be refined based on the feedback gathered and presented to Council of Ministers in February 2023 for approval. Once approved and published, a package of further resources and internal training will be developed to support the Framework's application.

About the Policy Inclusion Framework

The Framework is designed to support colleagues in implementing effective, inclusive engagement based on the Engagement Pyramid model.

The Framework ultimately helps Government officials to understand who to engage, when to engage, and how to engage on policy matters. It includes guidance for each level of the pyramid, good practice principles and an Engagement Toolkit to assist officials in designing their engagement activities.
