Parking charges increase

Paycard prices are set to increase from 1 February 2010. The charge for a parking unit will rise from 58p to 66p. Season tickets will also increase in price, with the cost of a monthly season ticket for any long stay car park increased to £107.46, from the current £94.76.

Transport and Technical Services administers the Car Park Trading Fund which pays for the maintenance, policing, repair and renewal of all public car parks from the income received from parking charges. February is the traditional time for Transport and Technical Services to reflect any cost of living rises through increased parking charges. However, this was not the case last year; therefore the increase only mirrors the annual cost of living increase for the 9 month period since the last price rise (3.4%).

It was also decided, as part of the States 2010 Business Plan, that an extra £500,000 from the Jersey Car Parking Trading Fund should go into General Revenues to help fund the increasing costs identified in the Strategic Plan: - managing the health of an ageing population; developing the children’s service following the Williamson Review; maintaining the island’s sewerage infrastructure and disposing of inert waste once existing landfill sites are full.

TTS has therefore increased parking charges by an extra 10% to provide enough money to cover the maintenance and future replacement of car parks.

“Despite this price rise, Jersey still has cheaper parking than most places in the UK,” said Connétable Mike Jackson, Minister for Transport and Technical Services. “I would encourage people to consider choosing low emission vehicles when they next buy a car, and they can then benefit from half price parking.”

In 2008 a scheme was launched which allows owners of certain low emission vehicles and recognised hybrid vehicles to receive a 50% discount on the cost of parking. Vehicles that are eligible for this scheme are those emitting less than 100 grammes of CO2 per kilometre (UK Band A equivalent) or Hybrid vehicles emitting less than 120 grammes CO2 per kilometre (Band B).

The Minister added “The half price parking could represent a saving of around £650 a year for someone who buys monthly season tickets for one of the long stay car parks. This is a significant saving and may make the purchase of an environmentally friendly vehicle more attractive.”
