Spend Local Payment for Income Support and Pension Plus

About the Spend Local Payment

The first Spend Local payment is made on behalf of the Treasury Minister to low-income individuals who are long-term residents in Jersey. It is administered on the Minister's behalf by the Customer and Local Services (CLS) Department. It is a single payment of £100 for each person (adult and child) in a household.

A second payment will be made later in the year to everybody in Jersey, including those low-income people who received the first payment.

How the payment should be spent

The Spend Local payment is designed to help Jersey's economy. It's intended that people will spend it in a Jersey shop, hospitality venue or on a local Jersey service. You are strongly encouraged to spend the money locally to help our economy recover.

Who receives the Spend Local Payment

The Treasury Minister has decided that the first payment will be targeted to help low-income households. The Spend Local Payment is paid automatically if you're getting any of the following payments on Tuesday 30 June 2020:

  • customers of working age already receiving income support
  • pensioners already receiving income support
  • pensioners who are not receiving income support but who are in receipt of Pension Plus

You must have an open claim to one of these benefits.

You will get £100 for each person that is included in your household benefit claim, according to the normal rules for that benefit. 

The payment is not made to households that get other benefits or who get special payments made through Income Support that are not based on them being on a low household income.

If your claim has been closed on this date you won't qualify for the payment.

How the payment will be made

The payment will be paid automatically in the same way that you are normally paid by CLS.

If your payment is normally made to another person who helps manage your finances, they will get the Spend Local Payment on your behalf.

If your payment is normally made to an authority, such as your landlord, CLS will instead make a payment direct to you.

Who decides who will get the payment?

CLS will decide if you qualify for the first Spend Local payment. They will decide who is included in your household according to the normal rules for the qualifying benefit.

The payment is non-statutory. As such the terms of the payment can be amended or withdrawn without notice at the discretion of the Minister for Treasury.  As a non-statutory payment, the decision made by CLS acting on the Minister's behalf is final and there is no appeals process.

CLS can decide not to make the payment to you, or not to make it all at once, if there are safeguarding concerns about how you might spend the money.

Will the payment affect my other benefits?

The July Spend Local payment won't affect your Income Support claim and doesn't have to be declared for tax. It is a gift for you to spend as you like.

If you're paid but not entitled to receive the payment

CLS reserve the right to recover any payment made to you in error.
