About the financial support available if you have care needs
The Government provides a range of benefits for adults and children who have care needs due to a long-term health condition or disability.
We can help you with extra costs if you have permanent care needs that come with living with a disability. This includes help with everyday tasks.
Our aim is to promote independence and ensure that you have the support you need to live well.
Long-Term Care Scheme (LTC)
This scheme supports the costs of long-term care needs for adults aged 18 years and over.
Care can be given by a care agency or carer that is registered with the
Jersey Care Commission, either in:
- a registered care home
- your own home
The financial support that is available depends on your needs, once they've been assessed. The care assessment is carried out by a professional health care coordinator in Health and Care Jersey (HCJ).
If you receive care at home, HCJ will create an individual and approved care package that reflects:
- your care needs
- your family’s circumstances
- the unpaid care you receive
- the need for regular respite breaks for your carer
The weekly LTC benefit you will receive is based on your approved care package. There is a maximum benefit amount for each LTC care level.
Depending on your care level, the benefit for care you may be able to receive in your own home may cover:
- a weekly amount to cover care costs
- other expenses related to the type of care you need, for example, fuel costs if therapeutic car journeys are undertaken by unpaid carers
- a contribution towards regular respite breaks, giving unpaid carers time to rest and recharge
As part of the process, a financial assessment is carried out by one of the teams in the Employment, Social Security and Housing department (ESSH).
You can get support from the LTC scheme straight away, if your financial assessment shows that you don’t have enough funds to cover the cost of your own care.
You won't have to pay towards the cost of your care package if you have:
- assets worth less than £419,000, such as your family home
a low income
If your assets are tied up in the family home, a loan secured on your home, known as a bond, can be used to cover the waiting period and protect the home.

How to arrange a care needs assessment
To arrange a care needs assessment with HCJ, you’ll need to contact the Single Point of Referral (SPOR) team. They will gather information from you as part of the process. They will then work directly with the relevant team in HCJ.
Once the assessment is finished, it will show if you qualify for LTC.
If you do qualify for LTC, and permission is given, then HCJ will send the details to the ESSH Long-Term Care Team. They will then get in touch with you to discuss the Long-Term Care benefit and how the scheme works.

Long-Term Incapacity Allowance (LTIA)
Long-Term Incapacity Allowance (LTIA) is a Social Security contributory, working age benefit and you can apply for it if you have a long-term health condition or disability.
The current benefit does not cover conditions you were born with, which are known as congenital conditions.
The benefit stops at pension age automatically.
Payments are not means tested and are made based on a medical assessment.

Income Support (IS)
If your household has a low income, you may qualify for Income Support. Income Support helps with everyday living and housing costs. It's a household benefit which means we assess the:
- size of your household
- needs of your household
- total income coming in to your household
Everyone in the household will need to provide information as part of the application.
Weekly payments top up your income to cover basic living costs, however the amount depends on your circumstances.
If you are an adult with significant care needs, and you live with your parents, you may be able to apply for Income Support as an individual. Your parents' income and assets won't be taken into account.
If you are receiving Income Support and have significant care needs, you may be eligible for additional support, including:
- Mobility Component, if your disability makes it hard to get around outdoors
- Ancillary Care Costs Component, if you receive Long-Term Care benefit and live at home
- Personal Care Component, if you have care needs but they are below the level to qualify for the Long-Term Care scheme
As part of your Income Support claim you may also receive a Christmas Bonus each December.

Support offered by CYPES for children with additional care needs
If your child is under 18 years of age, the social workers from CYPES will assess their care needs. This is done to understand their needs and to determine the most suitable support or actions needed.
Completing the assessment will help develop the care package to promote your child’s:
- health
- wellbeing
- daily living needs

Child Personal Care Allowance (CPC)
If your child is under 18 and has a long-term health condition or disability, you may be able to receive Child Personal Care Payments (CPC). CPC payments may be available to the family to provide extra financial support.
Your child will need to be assessed against the CPC care levels. The benefit is not means tested and is paid at 2 standard levels, depending on your child’s care needs.
