Jersey Energy Partnership

What the Jersey Energy Partnership does

The role of the Jersey Energy Partnership is to monitor and review energy plans as agreed by the States Assembly.

The Partnership has two parts, a Ministerial energy executive, and a multi stakeholder energy forum.

Ministerial energy executive

The energy executive is responsible for the ongoing monitoring of the actions as outlined in the energy plan. The energy executive will review the energy plan and will develop or commission new policy areas or actions, according to the review findings.

The energy executive group members are the following Ministers:

  • Environment
  • Economic Development
  • Infrastructure
  • Social Security

The secretariat is provided by the Strategic Policy, Performance and Population Department. The energy executive will present the 5 year review of the plan to the States Assembly in 2020. It will provide an annual progress update to the Environment Scrutiny Panel.

Multi stakeholder energy forum

The energy forum has a Chair elected on an annual basis. It includes representatives from the energy industry, businesses and the third sector, and provides an opportunity for key stakeholders to input on the progress of Pathway 2050, raise areas of concern and identify changing or future priorities.

In May 2019 the Government of Jersey declared a Climate Emergency and an aim to be Carbon Neutral by 2030. The Terms of Reference of the Energy Forum were extended in September 2019 to support the development of the carbon neutral strategy.

Updated Energy Forum Terms of Reference September 2019

Following the States Assembly approval of the Carbon Neutral Roadmap in April 2022, the structure and Terms of Reference of the Energy Partnership and Energy Forum will be reviewed in Q3 2022 to establish how stakeholder groups can best support and assist in the delivery of the Carbon Neutral Roadmap.
