Phasing-out petrol and diesel vehicles

​​About Phasing-out petrol and diesel vehicles​​​​​​​​​​​​​​​​

From 2030, Jersey will start to phase-out the importation and registration of petrol and diesel vehicles. The phase-out is a key step in the Island's agreed response to the climate emergency as part of the Carbon Neutral Roadm​ap.​

Phase-out principles

​There are 5 principles for the 2030 phase-out of petrol and diesel vehicles. They state that Jersey should:​

  1. act now to reduce road vehicle emissions to ensure the Island can achieve net zero by 2050
  2. provide early clarity for motor traders and motorists, well in advance of 2030
  3. be strongly aligned with the UK's timetable for phasing-out petrol and diesel vehicles
  4. be proactive in setting out which vehicles can and cannot be imported to the Island
  5. start by phasing-out vehicles for which there are readily available low and zero emission alternatives

​Reducing Jersey's road transport emissions

In 2023, 27% of Jersey's greenhouse gas emissions were produced by petrol and diesel vehicles, totalling almost 97,000 tonnes. Car journeys were responsible for just over 91,000 tonnes and remain the Island's largest source of road transport emissions.

Since 1990, Jersey's road transport emissions have fallen by 26%, a drop of almost 34,500 tonnes over 33 years. The Island needs to act now to speed up this reduction to meet our 2050 net zero emissions target.

Jersey vehicles typically have low milage and last longer than those in larger jurisdictions, such as the UK. Phasing-out the Island's petrol and diesel vehicles will take decades, so decisions need to be taken well in advance of 2050. We will confirm the final details for the 2030 phase-out in early 2026, so ever​yone has time to prepare.

Transitioning to lower and zero emissions vehicles will reduce the environmental impact of Islanders' road vehicle journeys, as well as reducing associated air and noise pollution. This transition has already begun. At the end of June 2025​​ there were just over 3,700 full electric and 4,400 hybrid road vehicles registered locally.

The UK 2030 petrol and diesel vehicle phase-out

​​From 2030, the UK will phase-out the sale of new petrol and diesel vehicles.  Details of the UK phase-out were announced in 2025 following a public consultation.

In the period to 2030, vehicle manufacturers have to increase the proportion of hybrid, plug-in hybrid and electric vehicles they sell each year under the

Almost all vehicles imported to Jersey originate from the UK market. The UK phase-out will directly affect the types of new vehicles that will be available to buy in Jersey from 2030.

Phase-out stages

​Under the proposed phase-out, it will no longer be possible to import or register the following vehicles in Jersey for the first time.​

From 2030:

  • new or used petrol cars

  • new or used diesel cars

From 2035:

  • new or used hybrid cars

  • new or used plug-in hybrid cars

  • new or used petrol small vans

  • new or used diesel small vans

  • new or used hybrid small vans 

  • new or used plug-in hybrid small vans

After 2035:

  • ​all other types of petrol and diesel vehicles including hybrids and plug-in hybrids. Dates to be confirmed​

Appropriate exemptions will be agreed for each stage of the phase-out. 

Used vehicles are included in the scope of Jersey's phase-out. 40 to 50% of vehicles imported to Jersey each year are used. Excluding used vehicles from the phase-out would increase the time it takes to decarbonise the Island's fleet.

Preparing for more electric vehicles

​Phasing-out petrol and diesel vehicles will increase the number of electric vehicles in Jersey. We need to prepare for this change in a number of ways.

Electric vehicle charging

We need to increase the number of private and public electric vehicle charging points. 

You can apply for a £700 grant to help you buy a private EV charger. This is available for individuals and businesses. Find more information on the Electric Vehicle Charger Incentive (EVCI).​

​The Evolve public charger network currently has over 100 charging points across the Island. This will continue to be developed over time.

Jersey Electricity are investing to upgrade the Island's power network. This will support the increased electrification of transport and heating.

End of life electric vehicles and batteries

We are working to ensure Jersey motorists can easily access disposal and recycling facilities for end of life electric vehicles and batteries. Vehicle manufacturers have producer responsibility for these items​. ​

2030 petrol and diesel vehicle phase-out consultation

Between 6 November 2025 and 30 January 2026, we are consulting on the planned scope, timings and exemptions for the 2030 petrol and diesel vehicle phase-out. Your response will be used to inform agreement of the final policy position.​​
