About the consultation

We want your views on the proposed fee structure for alcohol licences under the new Alcohol Licensing Law.

The proposed fees aim to:

  • make the licensing system simpler

  • reflect the new licence categories

  • provide a fairer approach for different types of alcohol sales

This consultation asks whether the proposed fees are clear, fair and appropriate.

Read the consultation paper: Draft Alcohol Licensing Fees.

Current alcohol licensing system

Jersey's current alcohol licensing system is set out in the Licensing (Jersey) Law 1974. It has 7 licence categories, and some businesses need more than one licence for the same premises.

Licence fees have not increased with inflation since 2007.

New Alcohol Licensing Law

The States Assembly has approved a new Alcohol Licensing Law. It will replace the current system with 3 main licence types:

  • on-licences for alcohol sold and consumed on the premises

  • off-licences for alcohol sold to be consumed elsewhere

  • event licences for alcohol sold at events

The new law will reduce the number of licences some businesses need and make the system easier to manage.

Under the new law:

  • an on-licence can include off-sales if the licence allows it, so businesses will not need a separate off-licence for takeaway alcohol

  • businesses can hold licences for more than one premises under the same business

  • a new fee structure will replace the current fees

The proposed fees are designed to be simpler, reflect different types of licensed activity and keep overall fee income at a similar level to the current system.
