About the consultation
We’ve developed new supplementary planning guidance (SPG) and are asking for your views.
This draft SPG explains how the planning system will support the restriction on installing fossil fuel heating systems in new developments from 1 April 2026.
It supports the aims of the Bridging Island Plan and the Carbon Neutral Roadmap.
The SPG sets out:
- how the rules will be applied and which systems are covered
- the policy reasons for restricting fossil fuel heating systems
- what this means for planning applications
- exemptions and transitional arrangements
The consultation includes a focused 4 week formal consultation.

Context
The Carbon Neutral Roadmap sets a direction to cut greenhouse gas emissions. This was agreed by the States Assembly in 2022. Heating systems that burn fossil fuels are a major source of carbon emissions.
Jersey aims to become net zero by 2050, with interim targets to cut emissions by:
These are based on 1990 levels.
To meet these targets, we must move away from fossil fuel heating as soon as possible.
The most cost effective way to do this is to:
- phase out fossil fuel heating when systems reach the end of their life
- make sure all new developments are built without fossil fuel systems
In 2024, the decision was made to delay restrictions on installing new or replacement fossil fuel boilers in existing buildings. A new date has not yet been set.
This guidance applies only to new developments with new space heating systems.
