About the consultation

Area-based heritage protection is an international standard for protecting special places and an established feature of the legal framework in other places including:

  • England
  • Wales
  • Scotland
  • the Isle of Man
  • Guernsey

Conservation areas are places of special architectural or historic interest where they are deserving of careful management to protect and improve their character. 

It has been a longstanding objective of the States to introduce conservation areas in Jersey. There is now an opportunity to allow this to happen by making changes to the Island’s planning law to allow their future designation.

To ensure this is done in an open, transparent way we also need to: 

  • adopt criteria that will be used to decide which parts of the island might have the special qualities to become conservation areas
  • develop a process for their designation, setting out how people might be engaged with and consulted on potential changes in their parts of the island
  • set out any additional planning controls for conservation areas to protect their special character 

The consultation framework has been written setting out how these issues could be addressed. This gives more information about the proposals to bring conservation areas into Jersey and suggests how they may operate.

Responses to the consultation

​The Minister for the Environment has considered the public responses to this consultation and has published his own response to the issues raised along with a revised framework for conservation areas. The revised framework will help shape the development of the secondary legislation and guidance that will enable conservation to be introduced into Jersey, and for change to be appropriately managed within them.
