About the consultation
​​​​​​​​​​We have committed to reform the Island’s planning service to make it more efficient and effective.
We want to explore whether change might be made to the legal framework that governs how parts of the Island’s planning system work.
We’re considering changes to:
- permitted development rights and the need for planning permission for some forms of development
- the planning appeals system and the ability to challenge planning decisions
- the way in which the island plan is prepared and revised
We want to hear comments from all Islanders, including those who have:
- experience of using the planning system
- an interest in the efficient and effective operation of the island’s planning service
We’d appreciate the views of:
- planning agents
- architects
- developers
- businesses
- landowners
- householders
The Planning service reform consultation is split into 3 parts:
- Review of permitted developments rights
- Planning appeals review
- Changes to plan-making
You can comment on any or all parts of the Planning service reform.
1. Review of permitted development rights
The review of permitted development rights considers potential amendments to permitted development rights.
This would allow more changes to land and buildings to be undertaken without the need for planning permission.
The review of permitted development rights is presented in 2 stages:
- The Minister for the Environment wants to explore whether some limited specific changes to the permitted development rights, removing or streamlining some areas of planning control, may help householders, business and the construction industry
- This considers further, more varied and wider changes to the permitted development rights, that would deliver further deregulation. Views are sought on the principle of making these further changes
2. Planning appeals review
The planning appeals review considers:
- existing rights to appeal against a planning decision
- the procedures that currently operate to administer the appeals process
- the way in which appeals are determined​
3. Changes to plan-making
Jersey has a plan-led planning system. The Island plan is important for all planning decision making. The Island plan is key in meeting the community’s development needs and to make sure that they align with the Government’s priorities.
The changes to plan-making consultation discusses changes on how development plans are made in Jersey and the types of plans that can be used.
