About the consultation
In February 2021, the Chief Minister established the Statistics Legislation Steering Group (“the Group”) to review arrangements for the production of statistics by Statistics Jersey and other public authorities, and the associated arrangements for statistical regulation.
Since then the Group has examined Jersey’s statistical system, as underpinned by the
Statistics and Census (Jersey) Law 2018 (the “2018 Law”), in addition to international guidance, best practice and statistical legislation in other jurisdictions.
The Group has determined that the 2018 Law should be amended to bring Jersey in line with international best practice and to maintain the public’s trust and confidence in the Island’s statistical system as described in their Vision Paper and its accompanying reporting.
The Chief Minister would welcome comments on any aspect of the Vision Paper, including on the following matters:
- Should the Chief Statistician be appointed to the role permanently, like the Chief of Police, or be appointed for a fixed term, like the Children's Commissioner who can serve no longer than 8 years?
- The UN define the main users of official statistics as the general public, the media, researchers and students, businesses, public authorities, non-governmental organizations, international organizations and authorities of other countries who receive or access official statistics.
should any of these types of users be excluded from participating in the Statistical Advisory Council?
if so, should people who used to undertake these activities in the past (for example, former journalists or Assembly Members) be able to participate in the Council?

On 27 October 2022 the Chief Minister agreed to publish the Consultation Feedback Report on proposals to amend the Statistics and Census (Jersey) Law 2018, on behalf of the Statistics Legislation Steering Group.
