Please supply the following information:

A
The total number of persons in receipt of an award of Long Term Incapacity Allowance (LTIA) who were issued with any of the following jobseeker sanctions pursuant to the Income Support (Jersey) Regulations 2007 during the year 2017:

(i) A sanction for ceasing remunerative work without good cause;
(ii) A warning notice for failing to comply with actively seeking work requirements;
(iii) A first breach of a warning ('Breach 1') notice for failing to comply with actively seeking work requirements;
(iv) A second breach of a warning ('Breach 2') notice for failing to comply with actively seeking work requirements;
(v) A third breach of a warning ('Breach 3') notice for failing to comply with actively seeking work requirements.

The total number of persons in receipt of an award of Long Term Incapacity Allowance (LTIA) who were registered as actively seeking work for any period of time during the year 2017.

The total number of persons in receipt of Long Term Incapacity Allowance (LTIA) who were issued with the following jobseeker sanctions pursuant to the Income Support (Jersey) Regulations 2007 during the year 2017 are as follows:

(i) 22 were issued with a sanction for ceasing remunerative work without good cause;
(ii) 53 jobseekers received a warning for failing to comply with actively seeking work requirements;
(iii) 34 jobseekers received a first breach of a warning (Breach 1) notice for failing to comply with actively seeking work requirements;
(iv) 16 jobseekers received a second breach of a warning (Breach 2) notice for failing to comply with actively seeking work requirements;
(v) Article 25 (Personal Information) of the Freedom of Information (Jersey) Law 2011 has been applied to this question as five or fewer jobseekers received a third breach of a warning (Breach 3) notice for failing to comply with actively seeking work requirements.

In total there were 633 individuals in receipt of a Long Term Incapacity Allowance (LTIA) award who were registered as actively seeking work for any period of time during 2017.

Please note that the numbers stated in A (ii – iv) are not numbers of unique individuals. The five or fewer Breach 3s issued would have been issued to individuals who had previously received a Breach 2, Breach 1 and a Warning, though not necessarily all in 2017.

In addition, LTIA is an in work benefit, and therefore sanctions are only issued to those who are also in receipt of Income Support.

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.
(2) Information is absolutely exempt information if –
(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and
(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.
