I would like to know:
A
How many high value residents (HVRs) have been allowed to settle in the Island for the period 2013 to 2018?
B
How many of those HVRs have bought residential properties in the same period?
C
How many of the HVRs have rented residential properties in the same period?
D
Of all the HVR's that have been granted permission to live in Jersey what is the average period of time that they have been allowed to rent (2013 to 2018)?
E
How many, if any, HVR's have been granted permission to rent residential property without having to purchase a residential property (2013 to 2018)?
F
How many dependants / family members of HVR's have been permitted to rent or purchase residential property in the Island in the same period?
G
How many dependants / family members and staff of HVR's have been granted permission to reside in the Island over the same period?
Response
A
The table below shows how many high value residents (HVRs) have been allowed to settle in the Island for the period 2013-2018:
2013 | 14 | 10 |
2014 | 20 | 16 |
2015 | 20 | 22 |
2016 | 17 | 14 |
2017 | 34 | 20 |
2018 | 14 | 29 |
B
The table below shows how many of those HVRs bought residential properties in the same period (figures relate to first purchase of main place of residence):
2013 | 9 |
2014 | 21 |
2015 | 11 |
2016 | 11 |
2017 | 20 |
2018 | 15 |
C
Figures are not held regarding how many HVRs have rented residential properties in the same period. Many HVRs will rent property for an initial period, whilst they settle in the Island, and subsequently purchase once they have a better understanding of the local housing market and location that they wish to live.
D
There are no restrictions on the period of time that a HVR is allowed to rent residential property.
E
There is no obligation for a HVR to purchase a residential property as a condition of their status.
F
No dependants / family members of HVR's have been permitted to rent or purchase Qualified residential property in the Island in the same period, unless they are Entitled or Licensed in their own right. Any person is able to purchase Registered (unqualified) residential property.
G
Dependants / family members and staff of HVR's are able to reside in the same main place of residence as the HVR resident, but are not granted residential and employment status in their own right, unless meeting the normal qualifying criteria, eg the spouse of any Entitled resident would automatically have Entitled for Work status. A central record of dependants/family members and staff of HVR's is not held.
