My question concerns the proposed Jersey Care Model.

A

Can you please tell me who the States of Jersey will be appointing to fully cost this model? When they will be appointed and when the full costings will be available to the States? Can you also tell me when this information will be released to the public?

B

Can you please tell me which company will be carrying out the stress testing of this model? What criteria and situations will be applied and whether the stress testing will, in fact, be in accordance with the worst case scenarios, as is best practice, especially in relation to bed numbers and qualified nursing staff?

C

Will they be testing as in the Austrian model, whereby all patients have access to all GPs and, If that is the case, will they be taking into account that patient records are not currently available across surgeries and / or the hospital and patients could therefore be at serious risk?

D

Will they be taking into account the qualifications of all GPs and how many are more valuable due to additional training and which would therefore leave the model weakened upon their retirement?

E

Will they be taking into account the fact that in the case of a disaster such as an epidemic or nuclear disaster, we only have access to one hospital, we don't have another one 50 miles up the road?

A

PWC has been appointed to stress test the model and provide overall cost assessments. The report will be available in June 2020. Key messages and findings will be reported to States members.

B

PWC has been appointed to stress test the model. Bed numbers and staffing resources will be a key part of the assessment.

C

We will not be testing against other countries’ models of care. Access to patient records is a key feature of our Digital Programme and is recognised as a key enabler for the model.

D

An assessment of GP’s areas of special interests or skills will be conducted in order to plan how services are configured. That register will be maintained and feed into the educational requirements for the system as a whole in order to maintain skills in areas where retirements occur or develop skills in gap areas.

E

Disaster scenarios will be included within the stress test.
